Oppose Virginia Bill HB 1354 Unless Amended - Current Amendment is Harmful to All - Mary Cummins, Animal Advocates

OPPOSITION TO VIRGINIA BILL 1354 UNLESS AMENDED

to DelMMartinez, delishin, delhseibold, senatorroem, senatorstanley, senatorboysko, senatorperry, senatorsubramanyam, senatormarsden, senatorfavola, senatorfrench, senatorhackworth, senatorhashmi, senatormulchi, senatorobenshain, senatorpekarsky, senatorsalim, senatorstuart, senatorsuetterlein, senatorwilliamsgraves, info@pawproject, Info@animaladvocates

Animal Advocates has been involved with anti cat declaw for over 20 years. We've worked with The Paw Project during that time to educate the public about how harmful declawing a cat is for humans, animal shelters, veterinarians and cats. The current version is misguided and not based on facts or science, see below. Please, oppose or amend bill HB 1354.

"The current version of the bill, as a result of amendments from the Virginia Veterinary Medical Association, allow any cat to be declawed if the cat’s owner obtains a note from a physician stating that scratches from the cat would pose a health risk for the owner. The bill would reinforce the false idea among human medical doctors that cat scratches are a legitimate human health concern and reason for declawing.

In should be noted that NO human health authority recommends declawing to protect human health. In fact, the Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), the United States Public Health Service (USPHS), and the Infectious Diseases Society of America (IDSA) have gone on record saying that declawing cats is not advised to protect human health. Neither the National Hemophilia Foundation nor the American Cancer Society recommend declawing to protect human patients. The American Association of Feline Practitioners, the Canadian Veterinary Medical Association, and the American Animal Hospital Association agree and cite these human health authority opinions.

This bill would make physicians unwitting collaborators in giving credibility to the premise that declawing can benefit human health. Between uninformed doctors and doctors willing to sign anything to get annoying patients out of their offices quickly, there will still be a loophole. It would also constitute a liability risk to the physicians (and veterinarians) since declawed cats have been proven more likely to bite than non-declawed cats, and bites are a more serious health concern than scratches.

Veterinarians who don't want to declaw will feel pressured by clients who come to their offices with a doctor's note. Veterinarians will find it difficult to say no to a physician’s prescription. Real bans, like the ones in New York and Maryland, help veterinarians who don't want the stress of arguing with a client about declawing. The veterinary profession has a high suicide rate, and this added stress is the kind of thing that contributes to it."

Baby allegedly attacked by raccoon may have been bitten by rats - Animal Advocates

Allegedly around 11:00 p.m. mother Ashley Rodgers at 2141 North 22nd, Philadelphia, PA left her 4-month-old baby Journi Black alone in a one room apartment for one minute while taking another child to the bathroom a foot away. The baby's father Samuel Black was not present. During that one minute allegedly a raccoon entered the home, bit the baby then left the home. Mother found the baby on the floor. Baby was rushed to Temple and  then to St. Christopher for surgery. Now mother is raising money on gofundme and she wants to sue building owner. This is very suspicious.

https://www.gofundme.com/h4mj2p-jourinis-journey

We've rehabbed raccoons and rats for many years. These appear to be bite marks from a rat. They are not bite or claw marks from a raccoon. Raccoon bite marks leave a dental impression. A raccoon could have bitten the nose, ears, lips off. Claw marks would be five long deep marks. This was clearly a rat or rats.

I personally believe the mother had been out with some friends. She came home at 11:00 p.m. maybe even later and found her baby with rat bites on her face. Maybe the baby wasn't even bitten at the building but another building. Then she made up the story about a raccoon. It's a one room apartment she rented for $375/mo. True, there shouldn't be rats in the room but she had to have left the baby alone which is against the law. That baby would have been screaming. It would take a rat a while to bite, eat that much of the baby's face.

This research article is about rat bites on humans. It generally happens with babies, disabled or elderly left alone and unsupervised. Rats leave "multiple 3-4 mm long sharply demarcated, slightly curved incisions on face, ears."

Los Angeles is not the #1 city for dog attacks on USPS delivery people - Mary Cummins

USPS came out with the annual dog attack city rankings April 6, 2017. If you look at the list, it's very misleading. Of course larger cities with more people will have more dog attacks. If you look at the attacks per capita, the list changes. Below is the USPS ranked list. I only looked at the USPS 1-10 list. It's possible the cities in the 11-30 list had higher attacks per capita than the below. I used populations for 2013 because that was the only year where all the cities had a noted population statistic.

City / Population / Dog Attacks / Attacks Per Capita

1. LA City 3.884M        80 = .0000205 per capita
2. Houston 2.196M        62 = .0000282
3. Cleveland 390,113     60 = .0001530
4. San Diego 1.356M     57 = .0000420
5. Louisville 253,128     51 = .0002010
6. Detroit 688,701          48 = .0000696
7. Denver 649,495         47 = .0000723
8. Chicago 2.719M        46 = .0000169
9. Indianapolis 852,866  44 = .0000515
10 Minneapolis 400,070 43 = .0001070

If we go by capita, per person, the rank changes to the below. Los Angeles went from number one to number nine on the list.

1. Louisville .0002010
2. Cleveland .0001530
3. Minneapolis .0001070
4. Denver .0000723
5. Detroit .0000696
6. Indianpolis .0000515
7. San Diego .0000420
8. Houston .0000282
9. Los Angeles .0000205
10. Chicago .0000169

As the USPS article stated, one reason why the total number of dog attacks on USPS delivery people has increased is people are shopping online more and having items delivered. More deliveries means more exposure to dogs. Of course there will be a higher number of attacks. That said we still must do all we can to prevent dog attacks.

https://about.usps.com/news/national-releases/2017/pr17_016.htm

I emailed USPS politely asking them if they could include per capita numbers or at least clarify the numbers. This is the reply from USPS. They don't care that their numbers are misleading. They're also making some cities with lower dog attack rates look bad.

From: Saunders, Mark R - Washington, DC <mark.r.saunders@usps.gov>

"Hi,

Thanks for your interest. The attack numbers were compiled from accident reports from letter carriers serving specific street addresses. The focus of this community outreach program is to raise awareness of this nationwide issue and protect our employees, children and the public at large and not a per capita interpretation. "

I decided to take a look at the entire list. Some cities ranked at the bottom should actually be at the top. I have this in Excel but I'm trying to figure out how to rank not just the numbers but the corresponding cities. I'll figure it out by tomorrow. I don't want to do it by hand. Just figured it out. Of these 42 cities LA is has one of the lowest dog attack rates per capita. Brooklyn and Chicago are number one and two for fewest number of attacks. This is ranked highest to lowest.

Here is the Excel file. Here is a pdf of it. The top att/cap numbers are direct. The ones below them are to a decimal point of 5, i.e. E 05. Move the decimal point over five places.

The table below falls apart. Here's an image.

Child bitten by coyote in Springbrook park in Irvine, California - How to prevent being bitten by coyote - Animal Advocates

Coyote Springbrook Park Irvine California, Animal Advocates, Los Angeles, coyote rescue, coyote rehabilitation, hazing

A six year old boy was bitten by a coyote in Springbrook Park in Irvine, California. The child was playing across the park from his father. The coyote approached and grabbed the boy's arm. The coyote then dragged the boy three feet. His father saw this and yelled at the coyote who let go of the boy.

Based on our experience this was caused by a few things. People are leaving food or trash out in the park for the coyote to eat. People may be BBQ'ing at the park which will lure coyotes to the area. People are probably feeding the coyote directly. Within only one hour in Griffith Park we witnessed four separate adults directly feed a coyote. The coyote also ate out of the trash. People are also not scaring the coyote away. They are taking photos and videos so they can post it on social media. That's probably why some are feeding them directly.

As we've stated many times "a fed coyote is a dead coyote." Because of this incident Fish & Wildlife have already killed four coyotes found in that area. They are being tested for rabies just to be on the safe side.

Another issue which this park has is it's location. Coyotes love to travel along the sides of freeways. This park abuts the freeway. The coyotes travel via the sides of the freeway. For all these reasons coyotes are drawn to this park.

We have the same suggestions that we always give. Secure the food and trash. Make sure animals can't get in the trash cans and the cans are emptied regularly. Educate with signs then warn people that feeding coyotes or any wildlife is illegal. Start citing people if they continue to feed. Get rid of the BBQ areas. Don't let people bring BBQ grills to the park. City employees, coyote rescue groups, Fish & Wildlife, Parks Dept need to go and haze all coyotes in the area. If you see a coyote, yell at it, rush it, stomp your feet, make loud noises. And of course most importantly closely watch small children and pets.

Breed specific legislation (BSL) and pitbulls. Mary Cummins, Animal Advocates, Los Angeles, California

Pitbull, breed specific legislation, bsl, mary cummins, animal advocates, los angeles, california
Preface: I'm not against pitbulls. I don't want them all killed. I'm not calling for making ownership of pits illegal. I fostered a pit. I am just asking people to look at the data, research, facts and make an informed decision about which breed of dog is best for you, your family and the public.

Many organizations are against breed specific legislation or BSL. HSUS is against BSL. Below is an article they wrote. http://www.humanesociety.org/issues/breed-specific-legislation/fact_sheets/breed-specific-legislation-flaws.html

Then there are those who are for BSL and outlawing any dangerous dog regardless of breed. http://www.dogsbite.org/dog-bite-statistics.php

HSUS states we have no statistics which show that one breed is more dangerous, more likely to bite or injure than another. That is not true. Independent insurance companies, the US post office, trauma surgeons, animal experts...have indeed done research backed with data, see above link. This research shows that pitbulls are the most likely breed to cause severe mauling and/or death. While chihuahuas are more likely to bite, pits are more likely to kill you if they bite. They also don't show any pre-bite warnings. They seem to bite, attack out of the blue. When they bite, they don't stop. They try to go for the jugular, head and face which is a clear attempt at trying to kill the victim.

HSUS states that dogs just need proper training, neutering, treatment...in order to not bite. I have seen quite a few pitbull attacks. They seem to come out of the blue from healthy, happy, well cared for homes. They attack for no reason. I fostered a pit, took the pitbull classes in LA and trained my dog. I wanted to take all precautions so he would never harm any animal or human. He never did during his entire life as far as I know. I've also seen quite a few videos of attacks. Again, some attack for no reason and refuse to let go of the victim. I've seen the injuries to humans and other dogs.

Note that I said "some." I didn't say all. I don't think that every pitbull will kill someone. That is ridiculous. I just believe based on data that if one is attacked by a pitbull, they are more likely to suffer catastrophic injury and/or death than if they were attacked by another non-molosser breed. This is similar to motorcycle verses car accidents. Motorcyclists are less likely to be involved in an accident but they are more likely to be injured in an accident for obvious reasons.

I am not calling for people to ban, kill pitbulls. I just want people to look at the data and reality of the situation. Make an informed decision about bringing one into your home or out on the street. Making up the false pro-pit propaganda makes matters worse. Pits were never nanny dogs. That is a myth. They were intentionally selectively bred for fighting from mastiffs, bulldogs and terriers. See link directly above for their history. They used to fight bears and bulls. When that was outlawed they trained the dogs to fight each other. They intentionally breed the strongest, fiercest dog that won't ever stop fighting, won't let go, can take a massive beating but still fight, won't warn that they will fight, will still fight if they see submissive posture from another dog or person....

Stop telling people pits are great with kids. Many people believed this and intentionally adopted a pit only to have it maul and kill their child. Read the articles in Voices of the Victims website linked below. These people were suckered in by the nanny dog myth. They paid for that with the life of their children and family. They clearly state this in the articles written in the first person by the victims' family members.

We already have breed specific legislation. It's illegal to own a wolf, coyote, fox, raccoon dog, jackal, dhole, painted dog... without proper permits and in proper secured enclosures where they cannot pose a danger to the public. They are illegal because governments have deemed them to be dangerous to humans. The government already stated some canines pose a threat to humans. Some are just plain illegal in some cities and/or states period. All dogs are in the canine family. We humans have specifically bred "domestic" dogs from wolves. http://mentalfloss.com/article/30959/14-your-dogs-wild-relatives

If we already have BSL, why are dog owners saying that BSL is wrong? It's very hypocritical to be for and against BSL at the same time. If one can't own a wolf, why another breed with a similar history of fatal maulings? Currently in the US you are more likely to be killed by a pitbull than a wolf, coyote, fox... Wolves, coyotes, foxes, raccoon dogs were bred through natural selection to survive. That means through natural selection the wolves, coyotes, foxes who could find food, mate, stay away from predators...would breed and pass on those genes. They were not selectively bred to fight to the death and never stop fighting. That would make no sense in the wild. We humans selectively bred pitbulls to do very unnatural things such as fight to the death for no reason and never stop. We did this so we could gamble and make money on the fight outcome.

Another thing about the anti-BSL movement is that it is breed discrimination. If you are against banning pits, you are against people adopting other breeds of dogs. For each pit that gets adopted, another breed of dog dies in the shelter. That's okay? Again, I am not for making ownership of pitbulls illegal. I'm against any and all dogs, canines that pose a threat to humans. If I had a poodle that bit people, I'd muzzle it in public, get it training...do everything to prevent it from harming someone. When I fostered my pit I had him on a prong and slip collar with a strong leash. I never let him off leash ever except in the house with my cats locked in another room. I never let him get near kids or dogs without me right there holding him tight on his leash.

A last note, why adopt, buy a pitbull over all the other many breeds of dogs? I realize people do this so they can feel like a hero adopting the ugly, unwanted, "misunderstood" pitbull. Others do it to look macho and manly or to fight. I can't find one reason why someone would adopt this dog breed over all others. Why not a labrador, golden retriever, dalmation, german shepherd if you want a larger breed of dog? They are all loyal, sweet, playful... This is the point of my article. Why adopt, buy a pit over all other breeds of dog? I just want people to think about that. Look at the research and facts. Make an informed decision. Don't get a pit because someone said it'd be great with your baby. Get a dog based on your lifestyle, family, needs and wants. Don't adopt a pit just to feel like a savior. You're a savior if you adopt any dog or cat. It goes without saying don't get one to look macho or to fight.

Here is a website from the victims of pitbull attacks below. They forewarn you about gory content such as eyes, ears, hands ripped off, complete scalping, bites down to the bone, severed fingers, noses, lips, jaws.... so don't worry. http://voicesofthevictims.org/

In closing here I am with my foster pit Buddy. He was a great dog who never harmed anyone. Would I foster another pit? No, I would foster another breed from a shelter. It's just not worth the risk and worry. There is no reason why the pit breed is better than all the other breeds. I can also tell you that it took me a year to find him a home because of his breed. I could have saved five other dogs during that time. Five other dogs died because I chose to foster this one. I only chose to foster him because three people said they'd instantly adopt him if I went and picked him up. They all flaked.
